Mobile Air Traffic Control Systems Ltd

Rapid Deployment are certainly the buzz words in all Military Forces presently, the capability to rapidly establish an airborne infrastructure is an essential part of strategies laid down by Joint Armed Forces worldwide.
The Mobile Visual Control Room (MVCR) or Mobile Air Traffic Control Tower is an integral part of any Joint Armed Forces Aerospace Surveillance and Battle Space Management System. The requirement of an operational airbase is essential to all operations in-theatre very early in any conflict and therefore the equipment used must reflect the requirements of urgency and the possible lack of lifting equipment or specialised vehicles for deployment.

Rapid Deployable ATC Towers

The trailer mounted system is designd specifically for rapid and simple deployment.

The Mobile Air Traffic Control Systems ATC tower is transportable by C-130, C-17 and has undertaken live trials with Chinook helicopter, and can be deployed by 2-4 personnel in an hour. All equipment needed to deploy is carried within the unit and there is no additional lifting equipment necessary.
Mobile Air Traffic Control Systems designed their tower to be trailer mounted so that it can be towed by various unspecified vehicles and removes the single point of failure of a truck-mounted system.

Mobile Elevating Towers

The tower elevates to 7m operator seated height and allows for 3 operators plus 1 supervisor position. The internal fit is designed specifically to meet the precise operational requirements of the end user but be flexible in terms of upgrades and/or additional equipment requirements to cope with local operating conditions.

All Terrain Truck Mounted ATC

MATC introduced their new 6x6 All Terrain Mobile Air Traffic Control Tower at the World ATM Congress in Madrid 4-6 March 2014.  Described as a “game changer in tactical military ATC operations” the 6 wheel drive Mercedes mounted system had a lot of interest. Designed in principal for Middle East and Asian operators, the unit is autonomous with an in-built generator, automatic levelling and an operator height of 7.5 metres and is delivered plug and play. It features an automatic tyre deflation and inflation system to cope with wheel slip on sand or wet conditions whilst maintaining a fast on-road speed enabling quick location and relocation. The cabin is the same as the trailer mounted unit.

Added to this MATC introduced a new Compact ATC Cabin that can be towed and positioned by any four wheel drive. This is aimed at smaller strips and airfields where elevation is not required, it is equipped to the same ATC standard as the other models and has an onboard generator and fuel tank.

2iC Limited

Despite the great ambition of Network Enabled Capability, the current approach to battlefield interoperability (which updates existing task specific military software with limited data sharing) is complex and continues to leave most assets and capabilities operating independently and unable to work co-operatively with other military systems.

From experience of observing the challenges and limitations of current interoperability, the 2iC software has been designed to deliver the power of enterprise middleware to coordinate distributed systems supplied by multiple vendors in challenging technical environments, such as the battlefield.

Battlefield Interoperability

2iC brings a new approach to battlefield interoperability. Its software enables users and experts to design Decentralised Operating Procedures (DOP) and easily deploy them into the distributed battlefield to meet military needs.

This unique approach is complementary to existing battlefield systems, assets and capabilities. It brings the flexibility, scalability and discipline of commercial enterprise orchestration software to the deployed and distributed environment of military operations.

Lean Services Architecture

The Lean Services Architecture is an open schema-based request/response and event message protocol and supporting architecture. It is designed to provide the features of a Services Orientated Architecture (SOA) in the operational and tactical military domain, or other similar environments using an implementation suited to such conditions unlike existing solutions.
The UK MoD has reviewed the Lean Services Architecture and included it in the Generic Base Architecture (GBA) Defence Standard (DefStan 23-13) and the Generic Soldier Architecture (GSA) Defence Standard (DefStan 23-12). It has also been proposed for the Generic Soldier Architecture (GSA) Defence Standard (DefStan 23-12).
The Lean Service Architecture was successfully trialled in October 2012 as part of the Land Open Systems Architecture (LOSA) development programme which is delivering the target architecture for Army 2020.

Decentralised Operating Procedure (“DOP”)

2iC Decentralised Operating Procedures (DOP) achieves business outcomes by defining the interactions across distributed systems. Every event, activity and data flow is in the context of a military objective and is tagged with security, priority and context information enabling effective systems interoperability. Once designed, DOPs are deployed to run alongside existing technology with negligible overhead.

Examples include requesting the use of a camera, patrol in contact or daily vehicle logistics reports.

2iC can provide interoperability across soldiers, vehicles and bases to support operational, technical and commercial flexibility.

Products/Services

Visual Modelling Tool

2iC’s Visual Modelling Tool provides a graphical user environment to model and define Decentralised Operating Procedures (DOPs). The work is typically performed with the end-users requiring the interoperability, the security accreditors and other supporting subject matter experts.

The flexible procedural coordination of systems is the goal of the 2iC Decentralised Operating Procedure (DOP) approach. Using visual models to represent and understand interactions, end-points, and business processes is a proven and routine approach in the enterprise, however until now equivalent tools have not been available for the tactical environment.  2iC delivers visual tools for defining DOPs that can be deployed to coordinate distributed systems in challenging technical environments.

Visual Modelling Tool to Deployed Environment

Off-the-shelf Adaptor Software Development Kit (SKD)

2iC have developed an off-the-shelf adaptor Software Development Kit (SDK) to allow any application to expose Lean Services.  Using the SDK an adopter is easy to implement which hides the underlying systems while making useful business services available as Lean Services.

The SDK exposes Lean and connects to systems by whatever interface they possess, whether open or proprietary, without needing deep knowledge of that system.

This SDK could be supplied to any party to quickly enable the provision of Lean Services without exposing their system. This approach in effect allows closed systems to have an easily secured standards based open architecture for a subset of the system functionality.

Run Time Node

A low-footprint software component called a Run Time Node (RTN) which executes DOPs, manages service availability and dynamically coordinates the linked systems using Lean Services . RTNs are installed on platforms throughout the environment.

Once designed, DOPs are deployed to RTNs which run alongside existing technology with negligible overhead. Each deployed RTN connects to its local systems (such as sensors or other computers within a vehicle) using a Lean Service adaptor (analogous to an electrical travel adaptor) and links to RTNs at other locations via the available communications systems.

Geolocation, Exploitation and Denial of Tactical Communications

The RESOLVE EW Manpack is a 100% UK state-of-the-art field proven Electronic Surveillance and Attack system. It benefits from having both the software and hardware developed in conjunction with Roke’s operational experts.

RESOLVE is designed for the intercept, geolocation, exploitation and denial of tactical communications in the HF to UHF frequency bands, including ‘modern waveforms’. A single RESOLVE EW Manpack can be used in isolation to provide both full spectrum surveillance and Direction Finding (DF) capabilities. When networked with other RESOLVE systems it is then possible to position fix targets using Angle of Arrival (AOA) techniques.

Military Networking and Data Fusion

With fully integrated wireless network connectivity, the RESOLVE EW Manpack enables target data-fusion across the deployed baseline. This provides rapid target resolution, correlation and geolocation, through the use of the dedicated Management Information System (MIS) and Geospatial Information System.

(GIS) Applications

The RESOLVE EW Manpack can be deployed in a number of configurations including:

• On-the-March / Short Halt
• On-the-Move
• Static

Electronic Geolocation Position Fix Overwatch

Static configuration Understanding an adversary’s intent coupled with accurate geolocation information can only be achieved by network enabled sensors providing position fix solutions. In the Static configuration the RESOLVE EW Manpack is used to provide networked EW capability at forward operating positions.

Networking with other deployed RESOLVE systems provides enhanced EW capability such as automatic geolocation of signals of interest. In this configuration the full-suite of software applications can be utilised from the ruggedised laptop enabling rapid interpretation of hostile activity that provides threat warning, targeting and terminal guidance.

The Static configuration can be deployed such that the operator is co-located with the sensor element or remotely up to 50 metres from the antenna for covert operations.
